چکیده
A fundamental component of industrialization is centralization. Economies scale are achieved by consolidating smaller, individual activities into larger, collective efforts managed a specialist group or community with pooled resources. The benefits centralization well demonstrated in the water industry—larger communities typically have more customers to share costs and resources available manage their systems. In fact, small systems that struggle attract qualified staff maintain older infrastructure may be encouraged consolidate nearby system burdens. These days, decentralization popular notion, but its application deserves scrutiny face obvious consolidation. For systems, generally takes form on-site capture rainwater wastewater reuse. Scale matters, issues large campus differ from those homeowner. But regardless size, every decentralized must determine how recovered will reused. note caution needed here as any potable applications viewed through lens public health. Decentralized nonpotable reuse great where it's feasible financially viable, health risks drinking give me pause. Here I don't mean private wells point-of-use devices high-quality sources treatment used only finishing step. Instead, reuse—collecting treating it standards. While spirit recycling admirable, often high. First, regular connection supply still likely required case something happens, so secondary recovery an urban environment ultimately redundant. addition, because technology complexity involved, they can relatively expensive. Beyond these challenges, though, strikes biggest issue daily operation. Water need capable operators because, even on scale, there requirements for proper collection, treatment, pumping, monitoring, maintenance. Everything needs replaced eventually—filters changed, ultraviolet lights burn out, pumps fail. Someone system, person reliable. With centralized operator trained certified. who responsible? first best line defense protecting supplies, strongest part multibarrier approach delivering safe water. Linear centralization classifier
A classification algorithm, called the Linear Centralization Classifier (LCC), is introduced. The algorithm seeks to find a transformation that best maps instances from the feature space to a space where they concentrate towards the center of their own classes, while maximimizing the distance between class centers. We formulate the classifier as a quadratic program with quadratic constraints. W...
متن کاملCENTRALIZATION , Decentralization , Recentralization :
Abstract China’s educational leaders have long debated the pluses and minuses of decentralization of control and resources of China’s vast educational enterprise. During various periods of post-1949 China, the central authorities have devolved control to the provinces, key cities, and rural communes, only to recentralize later usually due to political reforms. In this chapter various stages of ...
متن کاملExact bounds for degree centralization
Degree centralization is a simple and widely used index of degree distribution concentration in social networks. Conventionally, the centralization score is normalized by the maximum value attainable at the observed order; this results in a measure on the unit interval. Here, exact bounds are provided for degree centralization given density as well as order. It is shown that roughly half of the...
متن کاملCentralization versus Decentralization 1 Running head: CENTRALIZATION VERSUS DECENTRALIZATION Centralized versus Decentralized Information Systems in Organizations
It has been discovered that in many organizations the information technology department is a separate entity, while in others each business unit incorporates their own information technology department. The former represents a centralized approach while the latter represents a decentralized approach. The centralized IT department suits some organizations better than others. However, it is becom...
متن کاملCentralization and decentralization: Theories and Models
The questions of centralization and decentralization arise in every polity. The constitution or the practice or both have to settle how much of policy making is to be decided by the central government and by component bodies. By and large liberalism and decentralization tend to go together while authoritarianism tends to be associated with centralization. The constitutional model which is gener...
